Cenbank declares 7.13% reference rate to fix lending rate

The lending rate will be 11.13% for personal and car loans and consumer loans.

The Bangladesh Bank has declared a reference lending rate of 7.13% for July, projecting an increase in interest rates for all types of bank loans.

Based on the reference rate, the lending rate for banks will rise to 10.13% with the addition of a 1% supervision fee, meaning the rate will be 11.13% for personal and car loans, both of which fall under CMSME (Credit to Micro, Small, and Medium Enterprises) and consumer loans.

Reference interest rates, sometimes called benchmark interest rates, are interest rates that are used as the basis for financial contracts,

The reference lending rate, known as “SMART” (six-month moving average rate of Treasury bills), applies a margin for both banks and non-bank financial institutions (NBFIs).

Banks can apply a margin of up to 3%, while NBFIs can apply a margin of up to 5% over the SMART rate.

The central bank determined the reference rate by calculating the average of treasury bills from December 2022 to May 2023.
Furthermore, the lending rate for agricultural and rural loans will increase to 9.13%, up from the existing 8% for farm loans and 9% for other types of rural loans.

However, the lending rate of 20% for credit cards will remain unchanged.

According to a Bangladesh Bank gazette, the interest rate cannot be changed within six months of its imposition.

This means that even if the interest rate increases, the bank cannot raise it for existing customers.

Similarly, if the interest rate decreases, the customer’s rate will not decrease.

In the case of early loan repayment, personal loans, car purchase loans under CMSME, and consumer loans will be subject to a proportionate supervision fee of 1%.

Therefore, if a borrower wants to repay the loan before its maturity, the bank can charge a supervision fee of 0.50% on their loan.

The islamic banks have also been instructed by the Bangladesh Bank to calculate profits according to the same rules.
Bank officials state that the central bank has moved away from fixing an interest rate cap and has slightly increased the interest rate.

However, it still remains within a regulated system and is not fully market-oriented.

Zahid Hussain, former lead economist at the World Bank’s Dhaka office, commented that although the Bangladesh Bank has removed the interest rate cap to combat inflation, the move is still not market-driven as the rate’s formula remains under the central bank’s control.

In April 2020, an initiative was taken by bank entrepreneurs and businessmen to set the interest rate at 9%. Following that, the Bangladesh Bank issued a notification fixing the interest rate at 9%.
During the monetary policy announcement ceremony on Sunday, Bangladesh Bank Governor Abdur Rauf Talukder stated, “When the interest rate was at 16% to 17%, the rate was fixed at 9% based on a political decision to reduce the cost of doing business. At that time, foreign loans were available at 2% interest. Now, considering the current situation, the interest rate needs to be increased. We have convinced the government, and therefore, the maximum interest rate ceiling is being lifted again based on a political decision.”

দেশে আসছে ডিজিটাল ব্যাংক, কী করবে, কাদের ঋণ দেবে

দেশে ডিজিটাল ব্যাংক স্থাপনের নীতিমালা চূড়ান্ত করেছে বাংলাদেশ ব্যাংক। এই ব্যাংকের কোনো শাখা, উপশাখা, এটিএম বুথ বা কোনো স্থাপনা থাকবে না। মুঠোফোন অথবা ডিজিটাল যন্ত্র ব্যবহার করেই গ্রাহকদের ব্যাংক সেবা দেওয়া হবে। এটি গঠনে প্রয়োজন হবে ১২৫ কোটি টাকা, পরিচালক হতে লাগবে কমপক্ষে ৫০ লাখ টাকা। বাংলাদেশ ব্যাংকের পরিচালনা পর্ষদ গতকাল বুধবার ডিজিটাল ব্যাংক গঠনের নীতিমালা অনুমোদন করেছে। সভায় কেন্দ্রীয় ব্যাংকের গভর্নর আব্দুর রউফ তালুকদার সভাপতিত্ব করেন।

জানা গেছে, বাংলাদেশ ব্যাংক এখন নীতিমালা অনুযায়ী এই ব্যাংক গঠনের প্রস্তাব আহ্বান করলে আগ্রহীরা আবেদন জমা দেওয়ার সুযোগ পাবেন। এরপর যাচাই–বাছাই করে অনুমোদন দেওয়া হবে। ব্যাংক কোম্পানি আইন ও নীতিমালা অনুযায়ী চলবে এই ব্যাংক।

জানতে চাইলে কেন্দ্রীয় ব্যাংকের ভারপ্রাপ্ত মুখপাত্র আবুল বশর প্রথম আলোকে বলেন, পর্ষদ সভায় ডিজিটাল ব্যাংক গঠনের নীতিমালা অনুমোদন দেওয়া হয়েছে।

ডিজিটাল ব্যাংক কী

কেন্দ্রীয় ব্যাংকের নীতিমালা অনুযায়ী, ডিজিটাল ব্যাংক পরিচালনার জন্য প্রধান কার্যালয় থাকবে। তবে সেবা প্রদানের ক্ষেত্রে এটি হবে স্থাপনাবিহীন। অর্থাৎ এই ব্যাংক কোনো ওভার দ্য কাউন্টার (ওটিসি) সেবা দেবে না। এর নিজস্ব কোনো শাখা বা উপশাখা, এটিএম, সিডিএম অথবা সিআরএমও থাকবে না। সব সেবাই হবে অ্যাপ–নির্ভর, মুঠোফোন বা ডিজিটাল যন্ত্রে। দিন-রাত ২৪ ঘণ্টাই সেবা মিলবে। গ্রাহকদের লেনদেনের সুবিধার্থে ডিজিটাল ব্যাংক ভার্চু৵য়াল কার্ড, কিউআর কোড ও অন্য কোনো উন্নত প্রযুক্তিভিত্তিক পণ্য দিতে পারবে। লেনদেনের জন্য কোনো প্লাস্টিক কার্ড দিতে পারবে না। অবশ্য এই ব্যাংকের সেবা নিতে গ্রাহকেরা অন্য ব্যাংকের এটিএম ও এজেন্টসহ নানা সেবা ব্যবহার করতে পারবেন।

ডিজিটাল ব্যাংক বলতে স্বচ্ছতার কথা মাথায় আসে। এখানে শীর্ষ পর্যায় থেকে শুরু করে গ্রাহক পর্যন্ত সব জায়গায় স্বচ্ছতা থাকতে হবে। স্বচ্ছতা নিয়ে আসতে হলে প্রযুক্তি লাগবেই। এই ব্যাংক কে নিয়ন্ত্রণ করবে? গতানুগতিক মানসিকতার লোকই কি থাকবেন? মালিক কারা হবেন?

ডিজিটাল ব্যাংক কোনো ঋণপত্র (এলসি) খুলতে পারবে না। বড় এবং মাঝারি শিল্পেও কোনো ঋণ দেওয়া যাবে না। শুধু ছোট ঋণ দিতে পারবে।

ব্যাংক স্থাপনের শর্ত

একেকটি ডিজিটাল ব্যাংক স্থাপনের জন্য ন্যূনতম মূলধন লাগবে ১২৫ কোটি টাকা। প্রচলিত ধারার ব্যাংক করতে প্রয়োজন হয় ৫০০ কোটি টাকা। ডিজিটাল ব্যাংকের প্রত্যেক উদ্যোক্তাকে কমপক্ষে ৫০ লাখ টাকা মূলধন দিতে হবে। কেন্দ্রীয় ব্যাংক লাইসেন্স দেওয়ার পাঁচ বছরের মধ্যে এই ব্যাংককে দেশের পুঁজিবাজারে প্রাথমিক গণপ্রস্তাব (আইপিও) ছাড়তে হবে। আইপিওর পরিমাণ হতে হবে স্পনসরের প্রাথমিক অবদানের ন্যূনতম পরিমাণের সমান। এই ব্যাংক স্থাপনে উদ্যোক্তাদের অর্ধেককে হতে হবে প্রযুক্তিভিত্তিক ব্যাংকিং, উদীয়মান প্রযুক্তি, সাইবার আইন ও বিধিবিধান বিষয়ে শিক্ষা, জ্ঞান ও অভিজ্ঞতা সম্পন্ন। বাকি অর্ধেককে হতে হবে ব্যাংকিং, ই-কমার্স এবং ব্যাংকিং আইন ও বিধিবিধান বিষয়ে পর্যাপ্ত জ্ঞান ও অভিজ্ঞতাসম্পন্ন। ডিজিটাল ব্যাংককে কোম্পানি আইন অনুযায়ী প্রচলিত ব্যাংকের মতো সময়ে সময়ে বাংলাদেশ ব্যাংক নির্ধারিত ন্যূনতম নগদ জমা (সিআরআর) ও বিধিবদ্ধ জমা (এসএলআর) বজায় রাখতে হবে।

বর্তমানে দেশে প্রচলিত ধারার ব্যাংক আছে ৬১টি। অর্থমন্ত্রী আ হ ম মুস্তফা কামাল ১ জুন জাতীয় সংসদে ২০২৩–২৪ অর্থবছরের বাজেট বক্তৃতায় ডিজিটাল ব্যাংকিং চালুর ঘোষণা দেন। নতুন অর্থবছরেই এটি চালুর কথা বলেন তিনি। কোনো ব্যাংক বা আর্থিক প্রতিষ্ঠানের ঋণখেলাপি ব্যক্তি বা তাঁর পরিবারের কোনো সদস্য প্রস্তাবিত ডিজিটাল ব্যাংকের উদ্যোক্তা হতে পারবেন না। এক পরিবার থেকে সর্বোচ্চ কতজন পরিচালক হতে পারবেন, তা ঠিক করা হবে ব্যাংক কোম্পানি আইন অনুযায়ী। ডিজিটাল ব্যাংকের প্রধান নির্বাহী কর্মকর্তার (সিইও) ব্যাংকিং পেশায় কমপক্ষে ১৫ বছরের অভিজ্ঞতা থাকতে হবে—যার মধ্যে প্রযুক্তিভিত্তিক ব্যাংকিং, রেগুলেশন, গাইডলাইন, সার্কুলার ইত্যাদি ক্ষেত্রে কমপক্ষে পাঁচ বছরের অভিজ্ঞতা থাকতে হবে।

সম্ভাবনা ও ভবিষ্যৎ নিয়ে আলোচনা

এদিকে গতকাল ‘বাংলাদেশে ডিজিটাল ব্যাংক: সম্ভাবনা ও ভবিষ্যৎ’ শীর্ষক এক গোলটেবিল আলোচনার আয়োজন করে বাংলাদেশ অ্যাসোসিয়েশন অব সফটওয়্যার অ্যান্ড ইনফরমেশন সার্ভিসেস (বেসিস)। এতে বক্তারা বলেন, ডিজিটাল ব্যাংকের নিয়ন্ত্রক কারা হবেন, কাদের হাতে যাবে মালিকানা এই বিষয়গুলো বিবেচনা করতে হবে। পাশাপাশি ডিজিটাল ব্যাংকের নীতি প্রণয়নে প্রযুক্তি খাতের মানুষদের যুক্ত করারও আহ্বান জানান তাঁরা। গোলটেবিলে শিওর ক্যাশের প্রধান নির্বাহী ডিজিটাল ব্যাংক বিষয়ে একটি উপস্থাপনা দেন। এতে তিনি বলেন, দেশে সঠিক গ্রাহক ডেটা বেজের অভাব রয়েছে। ডিজিটাল ব্যাংক গড়ে তুলতে গেলে ডেটা বেজ লাগবে।

বেসিসের সভাপতি রাসেল টি আহমেদ প্রশ্ন তোলেন, ডিজিটাল ব্যাংক বলতে স্বচ্ছতার কথা মাথায় আসে। এখানে শীর্ষ পর্যায় থেকে শুরু করে গ্রাহক পর্যন্ত সব জায়গায় স্বচ্ছতা থাকতে হবে। স্বচ্ছতা নিয়ে আসতে হলে প্রযুক্তি লাগবেই। এই ব্যাংক কে নিয়ন্ত্রণ করবে? গতানুগতিক মানসকিতার লোকই কি থাকবে? মালিক কারা হবেন?

বেসিসের সাবেক সভাপতি ফাহিম মাশরুর ডিজিটাল ব্যাংক গড়ে তোলার জন্য মানসিকতার পরিবর্তনে জোর দেন। তিনি বলেন, এখনো অনেক লোকের হাতে স্মার্টফোন নেই, তাহলে ডিজিটাল ব্যাংকিং কী রকম হবে সেসব বিবেচনায় রাখতে হবে।

ফিনটেক প্রতিষ্ঠান জয়তুনের প্রধান আরফান আলী ডিজিটাল ব্যাংক গড়ে তুলতে অংশীদারত্বের ওপর গুরুত্বারোপ করেন। বলেন, ডিজিটাল ব্যাংক হলেই সঙ্গে সঙ্গে মুনাফা করবে, তা নয়, এটা পরিপক্ব হতে সময় লাগবে। আর্থিক লিটারেসির অভাব ডিজিটাল ব্যাংকের জন্য বড় বাধা হতে পারে।

Keep provision against loss in securities investments Bangladesh Bank asks banks

Banks will have to keep provisions if the market price of the investments made in listed and non-listed companies falls or their net worth deteriorates, according to the central bank.

If the net worth — the difference between assets and liabilities — of the investment in non-listed companies declines, banks will have to set aside provisions in proportion to the funds invested, said the Bangladesh Bank in a circular yesterday.

The instructions will come into effect on June 30.

The notice said if non-listed companies go out of business or have no visible activities, lenders will have to keep provisions against their entire investments.

If banks don’t get interest or dividend from their investments in non-convertible cumulative preference shares, they will have to keep a provision equivalent to 25 per cent of the investments in the first year.

Another 25 per cent provision will have to be kept in the second year and it would go up to 100 per cent in the third year if the interest or dividends remain unrealised.

The same provision rates will be applied if the profit or coupon payments remain due in the case of non-convertible bonds and debentures.

When the surrender price drops below the purchase price regarding the investments in open-ended and non-listed mutual funds, banks will have to keep a provision that is equivalent to the gap between the two values, the BB notice said.

The surrender value is the actual sum of money mutual fund-holders receive if they try to access the cash value of the investments.

In the case of investments in listed securities, banks have been asked to set aside provisions if the last trading price of a stock, bond, debenture, perpetual instrument and mutual fund unit slips below the price at which they are bought.

Banks have to maintain the provision on a quarterly basis, the BB added.

NBFIs lose over 48,500 deposit accounts in 3 months

Non-bank financial institutions in Bangladesh lost 48,637 deposit accounts in the three months to December as savers moved away from NBFIs owing to the imposition of the cap on the deposit rate and the erosion of confidence in the wake of allegations of irregularities at some banks.

The NBFIs had 521,559 deposit accounts in the last month of 2022, down from 570,196 three months ago, according to the quarterly NBFI statistics released by the Bangladesh Bank last week.

“Many deposit customers withdrew funds from NBFIs after the central bank capped the interest rate on deposits at 7 per cent in July last year whereas banks are offering more than that. This was one of the factors for the drop,” said Kanti Kumar Saha, chief executive officer of Lankan Alliance Finance.

Besides, insiders say, concerns regarding the health of the banking sector amid allegations of loan scams deepened the withdrawal pressure in the second half of 2022.

However, the overall deposit in the NBFIs grew 5.21 per cent to Tk 43,752 crore in the October-December quarter.

Average deposit per account was up 15 per cent to Tk 8.39 lakh from Tk 7.29 lakh during the period.

Md Golam Sarwar Bhuiyan, managing director of Industrial and Infrastructure Development Finance Company Ltd, says the dollar crisis has had an impact on deposits as some corporate depositors pulled funds to open letters of credit by providing up to 100 per cent margin.

“Besides, a section of depositors withdrew funds owing to the panic created following reports regarding the health of a number of Islamic banks,” he said.

A number of Shariah-based banks have faced loan-related scams in recent months.

The deposit situation has, however, changed in the first quarter of 2023, according to industry people.

“We are witnessing better deposit growth in the first quarter this year compared to the October-December quarter,” added Bhuiyan, also the chairman of the Bangladesh Leasing and Finance Companies Association (BLFCA).

In Bangladesh, there are 35 NBFIs, which include three state-run institutions. Collectively, they have 308 branches.

Central bank data showed that the number of loan accounts declined in the fourth quarter of 2022. Average advances per account rose 2.45 per cent, however.

Loan disbursement by the NBFIs decreased 1.80 per cent to Tk 5,691 crore in October-December compared to the previous quarter. The decline stood at 10 per cent year-on-year.

Bhuiyan blamed the slower deposit flow for the reduction in loan disbursement.

Saha said 2021 was a better year for the NBFI sector as inflation was lower and there was no ceiling on deposit and lending rates, resulting in a higher interest rate spread. But 2022 saw soaring consumer prices and a curb on the interest rate, which affected the deposit flow.

“If the deposit growth is negative, how will the lending grow?” he questioned.

The risk of defaults amid the ongoing economic slowdown, driven by the disruptions because of the Russia-Ukraine war and the coronavirus pandemic, is another factor.

“Banks and NBFIs are cautiously lending to avoid risks,” said Saha, also the vice-chairman of the BLFCA.

According to the central bank, 39.26 per cent of the loans in the NBFI sector went to the industrial sector in the fourth quarter. The trade and commerce sector accounted for 22.28 per cent of the credit disbursed while consumer finance represented 20.96 per cent.

৯ শতাংশ সুদহার তুলে নিচ্ছে কেন্দ্রীয় ব্যাংক

আন্তর্জাতিক মুদ্রা তহবিলের (আইএমএফ) ঋণের অন্যতম শর্ত সুদহার বাজারভিত্তিক করা। এমন পরিস্থিতিতে অনড় সিদ্ধান্ত থেকে সরে আসছে কেন্দ্রীয় ব্যাংক। তুলে দেওয়া হচ্ছে সর্বোচ্চ ৯ শতাংশ ঋণের সুদহার। উচ্চ মূল্যস্ফীতির প্রভাবে সঞ্চয়প্রবণতা কমায় উচ্চ সুদে আমানত নিতে পারছে না ব্যাংক। ফলে তারল্য সংকট সৃষ্টি হয়েছে।

গতকাল রবিবার বাংলাদেশ ব্যাংকের মুদ্রানীতিসংক্রান্ত এক বৈঠকে এ বিষয়ে আলোচনা হয়। বৈঠকে সভাপতিত্ব করেন গভর্নর আব্দুর রউফ তালুকদার। এ সময় ব্যাংকের ডেপুটি গভর্নরসহ সংশ্লিষ্ট বিভাগের নির্বাহী পরিচালক ও কর্মকর্তারা উপস্থিত ছিলেন।

বৈঠকের এক কর্মকর্তা জানান, আগামী জুনে নতুন মুদ্রানীতি ঘোষণা করা হবে। কেমন মুদ্রানীতি হবে এ বিষয়ে বৈঠকে আলোচনা হয়েছে। ঋণের সুদহার বাজারভিত্তিক করার বিষয়ে আইএমএফের শর্ত রয়েছে। এখন যে ৯ শতাংশ ক্যাপ রয়েছে, তা কিভাবে তুলে বাজারব্যবস্থার ওপর ছেড়ে দেওয়া যায়, সেটির কৌশল নির্ধারণে আলোচনা হয়েছে। যেমন লাইবর রেটের সঙ্গে ব্যাংক নির্ধারিত সুদ যোগ করে মোট সুদহার নির্ধারণ কর হয়। ঠিক সেভাবে পাঁচ ধরনের বন্ডের সুদহারের গড় রেটের সঙ্গে একটি রেট নির্ধারণ করে দেবে বাংলাদেশ ব্যাংক।

ব্যাংকাররা জানান, ব্যাংকগুলো অনেক দিন ধরেই সুদহারের সীমা তুলে দেওয়ার দাবি জানিয়ে আসছে। কেননা ঋণে ৯ শতাংশ সুদের সীমা থাকায় আমানতে সুদ বাড়াতে পারছে না ব্যাংকগুলো। আবার সুদ না বাড়িয়েও ঋণ পাচ্ছে না। আইএমএফের সাড়ে চার বিলিয়ন ডলার ঋণের অন্যতম শর্ত সুদহার বাজারভিত্তিক করা। সম্প্রতি বাংলাদেশ ব্যাংকের এক গবেষণা প্রতিবেদনেও সুদহারের সীমা প্রত্যাহার অথবা বাড়ানোর সুপারিশ করা হয়।

বাংলাদেশ ব্যাংকের নির্বাহী পরিচালক ও মুখপাত্র মেজবাউল হক বলেন, নতুন মুদ্রানীতি নিয়ে কাজ শুরু হয়েছে। আগামী জুনের তৃতীয় সপ্তাহে মুদ্রানীতি ঘোষণা করা হবে। চলমান মুদ্রানীতির কার্যক্রম পর্যবেক্ষণ ও আগামী মুদ্রানীতিতে কী কী থাকবে, বৈঠকে সেসব বিষয়ে আলোচনা হয়েছে।

তিনি আরো বলেন, নতুন মুদ্রানীতিতে ব্যাংকঋণের সুদহার কী করা যায়, সে বিষয়ে আলোচনা হয়েছে। এখানে ব্যান্ডিং ও রেফারেন্সের রেটের কথা ভাবা হচ্ছে। এসব বিষয়ে পরীক্ষা-নিরীক্ষা করা হচ্ছে। আগামী মুদ্রানীতিতে এসব বিষয়ে বিস্তারিত ঘোষণা করা হবে।

মূল্যস্ফীতি নিয়ন্ত্রণ ও কাঙ্ক্ষিত প্রবৃদ্ধি অর্জনের মধ্যে ভারসাম্য রাখতে মুদ্রানীতি প্রণয়ন ও প্রকাশ করে কেন্দ্রীয় ব্যাংক। দেশের আর্থিক ব্যবস্থাপনায় মুদ্রানীতি খুবই গুরুত্বপূর্ণ। এর মাধ্যমে অভ্যন্তরীণ ঋণ, মুদ্রা সরবরাহ, অভ্যন্তরীণ সম্পদ, বৈদেশিক সম্পদ কতটুকু বাড়বে বা কমবে এর একটি পরিকল্পনা তুলে ধরা হয়।

বাংলাদেশ ব্যাংকের সর্বশেষ তথ্য অনুযায়ী, দুই বছর মেয়াদি বন্ডে ৭.৫৫ শতাংশ, পাঁচ বছর মেয়াদি বন্ডে ৭.৯০ শতাংশ, ১০ বছর মেয়াদি বন্ডে ৮.৩৩ শতাংশ, ১৫ বছর মেয়াদি বন্ডে ৮.৭৭ শতাংশ ও ২০ বছর মেয়াদি বন্ডে সুদের হার ৮.৯৫ শতাংশ। অর্থাত্ এই পাঁচ ধরনের বন্ডে সুদহারের গড় ৮.৩০ শতাংশ। এই রেটের সঙ্গে যদি বাংলাদেশ ব্যাংক ৫ শতাংশ করিডর রেট নির্ধারণ করে দেয়, তাহলে ১৩.৩০ শতাংশে ঋণ বিতরণের সুযোগ পাবে ব্যাংক। অর্থাৎ এই নীতিমালা বাস্তবায়িত হলে ব্যাংকঋণের সর্বনিম্ন সুদহার এক লাফে ৪ শতাংশ বৃদ্ধি পাবে। মূল্যস্ফীতি নিয়ন্ত্রণ ও আইএমএফের ঋণ পাওয়ার শর্ত পূরণ করতেই এ সিদ্ধান্তের কথা ভাবছে বাংলাদেশ ব্যাংক।

Banks will have to pay 4% “penal interest” if they fail to repay loans taken from the Export Development Fund (EDF) formed from the country’s foreign exchange reserves on time, according to a circular issued by the Bangladesh Bank on Sunday. 

The central bank has made the decision as several banks have been delaying the repayment of EDF loans for a long time, officials concerned have told The Business Standard.

Data obtained from the central bank on 19 March show that the outstanding amount of EDF loans currently stands at $5.5 billion.

To reduce the strain on its reserves, the central bank has been more aggressive in recovering outstanding EDF loans than disbursing new loans from the fund. In the last two and a half months, the amount of outstanding EDF loans has been reduced by over $1.5 billion.

According to central bank sources, the size of the EDF at the beginning of January this year was more than $7 billion, which was reduced to $6 billion by the third week of the month.

A senior official of the central bank said that the size of the EDF is regularly being reduced in accordance with the advice of the IMF.

According to the central bank’s guidelines, foreign exchange assistance is provided to exporters for importing raw materials under the EDF. An EDF loan has a tenor of 180 days and this period can be extended by another 90 days subject to the approval of the Bangladesh Bank. But, many banks failed to repay EDF loans even long after the completion of the extended period, prompting the central bank to impose penal interest.

The latest circular of the central bank says that the penal interest or compensation in the case of Shariah-based Islamic banking will be charged at a rate of 4% per annum above the prevailing interest rate on the overdue amount of EDF loans for the delayed period.

According to industry insiders, the interest rate of EDF loans was previously determined in accordance with the London Interbank Offer Rate (Libor). Until the beginning of the Covid-induced economic downturn, the interest rate of EDF loans was fixed by adding 1.5% to the 6-month average Libor.

However, to reduce the cost of funds amid the coronavirus pandemic, the interest rate was fixed at 2% in the first phase. Later on 20 July last, the rate was increased to 3%. Finally, the Bangladesh Bank increased the interest rate to 4.5% in January this year.

According to several sources of the central bank, the size of EDF will be downsized by another $2-3 billion within the next six months.

The central bank is planning to phase out foreign currency lending from EDF, which is made up of foreign currency.

The IMF delegation that visited Dhaka in December last year to discuss the terms and conditions for the $4.5 billion loan also suggested that the central bank exclude the existing EDF loans from its reserve calculation, sources at the central banks told The Business Standard.

Anwar-ul Alam Chowdhury, chairman of Evince Textiles Ltd, told TBS, “EDF was instrumental to increasing our country’s exports. Through this, traders could take funds at low interest. The latest central bank instruction will discourage them from doing so.”

“If the interest rate of this fund is high, the product cost will also be high, which will trigger sales problems. It is true that the government is under some pressure because of the IMF’s loan conditions, but phasing out EDF should have been done slowly. At least a year would have given everyone a chance to sort it out,” he said.

“Backward linkages will face some major problems as they have to bring the cotton in advance. Besides, textile mills import yarn with EDF funds. At present, they have fewer orders, and if the import cost becomes high, they will face a big problem,” Anwar-ul Alam Chowdhury said.

The central bank has reduced the size of the EDF but created a new fund of Tk10,000 crore as part of its decision to build an EDF in local currency to support exporters by providing loans at 4% interest.

In this regard, several exporters said the problem remains even if the fund is provided in local currency. Because Bangladeshi traders have to pay more than Tk110 for a dollar to import goods but get a lower rate when they export.

At present, the gross foreign currency reserves of the country stand at $31.28 billion, but if the IMF calculation is taken into account, the figure will be nearly $24 billion, according to central bank sources.

Default loan rescheduling and loan interest waivers have increased at an unusual rate in the banking sector, according to the latest Bangladesh Bank data.

Lenders waived off some Tk5,064 crore while rescheduling loans throughout 2022. It is Tk3,209 crore higher than that of the previous year.

For such a situation, sector insiders blamed the liberal policy of the central bank which empowered bank owners to waive loan interests on nominal down payments.

Besides, the desperate attitude of banks to recover outstanding loans which got stuck thanks to pandemic-induced relaxed policies also contributed to the surge in waived-off interests.

“All the benefits of loan rescheduling and waiver are received by some large borrowers, who are mostly wilful defaulters,” Salehuddin Ahmed, former central bank governor, told The Business Standard.

“Currently the banking sector is very unfortunate. The central bank is not taking proper actions, banks are tactfully making their balance sheet look good. No one is giving due importance to protecting the interests of the depositors.”

“The central bank should play a stronger role to curb such irregularities in the banking sector. For example, strict measures should be taken if any customer defaults. At the same time, new loans should be scrutinised properly,” he added.

According to the Bangladesh Bank, banks waived off Tk1,194 crore in loan interest in 2018 as the figure jumped to Tk2,293 crore next year. It dropped slightly to Tk1,578 crore in 2020 and spiralled again to Tk1,855 crore in 2021.

Besides, banks rescheduled loans of Tk27,279 crore in 2022, almost two times more than Tk12,380 crore in 2021. It was Tk13,468 crores in 2020.

Thanks to the latest interest waivers, the amount of defaulted loans of banks fell to Tk1.20 lakh crore at the end of December 2022 from Tk1.32 lakh crore in January of that year, Bangladesh Bank data said.

“It would have been good if banks had waived interest on bad loans [to small borrowers]. The benefit of the interest waiver is gone to large groups, unfortunately,” a central bank official, wishing to remain unnamed, told The Business Standard.

Last year, a Chattogram-based group got large amounts of interest waiver from National Bank and a state-owned bank, he added.

Regarding defaulted loans, former governor Salehuddin Ahmed said, “This is not the actual amount of defaulted loans in the banking sector. The figure has been hidden in various ways.”

“International rating agencies are marking our banking sector negatively, which is bad for the overall economy. Our imports will suffer and interest rates on foreign loans will increase, as a consequence. Mass people will be the ultimate sufferer,” he added.

“Now, many banks are in a liquidity crisis.  At the same time, their defaulted loans are increasing. Such banks are set to see more difficulties soon,” a private bank managing director, asked not to be named, told TBS.

“Banks have been stuck with defaulted loans of customers for a long time. Hence, they are trying to recover their money even though they need to waive some amounts, which is why interest waivers have been on the rise,” he added.

The Bangladesh Bank, in a circular in July last year, empowered boards of banks for rescheduling new loans on 2.5-4.5% deposits. Prior to that, the central bank’s approval was required to regularise the loans and 10-30% deposits were mandatory. Besides, the time limit for repayments was extended up to eight years, from the previous two years.

BB working to scrap interest rate ceiling

The Bangladesh Bank has taken an initiative to scrap the 9 per cent interest rate ceiling and introduce a market-based interest rate on loans.

“We are working on the development of a market-based reference rate. On top of that, we will be giving a corridor for the lending rates,” said Bangladesh Bank Governor Abdur Rouf Talukder yesterday.

He came up with the remarks on the second day of the Bangladesh Business Summit at the Bangabandhu International Conference Center in the capital.

The Federation of the Bangladesh Chambers of Commerce and Industry organised the three-day event in cooperation with the foreign and commerce ministries and the Bangladesh Investment Development Authority.

Contacted, a BB official explained the governor’s comment, saying that the central bank might initially set a reference rate on loans based on the demand for credit from borrowers.

 

“Non-performing loans (NPLs) are like cancer. If you can’t cure it within the shortest possible time, you will die. And there is no other conclusion,” said Ali Reza Iftekhar, a former chairman of the Association of Bankers

“We will then set a range of a particular corridor of interest rates on the reference rate that will be applicable to borrowers,” he said.

For instance, if the reference rate is set at 9 per cent, the corridor might be in the range of 2 to 3 per cent. This means banks may charge a maximum interest rate of 12 per cent, the BB official said, on condition of anonymity.

“Probably, shortly we will be able to introduce this new initiative,” said the BB governor at a session on long-term finance.

The BB has maintained the ceiling since April 2020. In January, it relaxed the lending rate cap for consumer loans, allowing banks to hike it up to 3 percentage points.

Citing the BB’s efforts aimed at restoring discipline in the foreign exchange market, Talukder said that the central bank was trying to keep the exchange rate stable.

Bangladesh’s foreign exchange market has been under pressure for nearly a year owing to the fast-depletion of the foreign currency reserves amid escalated import bills.

The reserves have slipped to a six-year low of $31.15 billion last week, down 30 per cent from $44.14 billion recorded in March last year. Amid the shortage of the American greenback, the taka has lost its value by about 25 per cent in the past one year.

“We will also eliminate multiple rates of the US dollar. We are close to that. You will see shortly a market-based exchange rate regime.”

Currently, the US dollar trades at different rates for exporters, importers and remitters.

The governor said that the central bank has taken several measures to contain higher inflation, which has stayed at an elevated level for the higher global commodity prices.

Consumer prices climbed to 8.78 per cent in February, breaking a five-month declining trend, official figures showed yesterday.

“Our policy is to reduce the growth of aggregate demand while making supply-side interventions. This means the central bank will finance the supply-side initiatives,” Talukder said.

Speaking at the discussion, Ali Reza Iftekhar, chairman of the Association of Bankers, Bangladesh, a platform for managing directors of banks in Bangladesh, described non-performing loans (NPLs) as cancer.

“If you can’t cure it within the shortest possible time, you will die. And there is no other conclusion. A bank should be very careful about NPLs,” said the managing director of Eastern Bank.

“If you look at the balance sheet of any bank, you will see that it earns a lot of money. But it also loses money because of the defaulted loans.”

Default loans in the banking sector jumped 17 per cent year-on-year to Tk 120,656 crore last year owing to a lack of corporate governance and the ongoing business slowdown.

“If we don’t have good governance at banks, you will face a high level of NPLs. You can’t stop it. The role of the board and the management should be clearly and distinctly divided. The roles are different but the goal should be the same,” Iftekhar said.

The noted banker suggested banks not hide NPLs. “If they hide defaulted loans under the carpet, bad loans can’t be managed.”

According to Iftekhar, good governance, reducing NPLs, and appointment of independent directors are highly important to ensure discipline in the banking sector.

Arif Khan, vice-chairman of Shanta Asset Management Ltd, presented a keynote paper styled “Developing Long-term Finance Markets to Support New Growth Opportunities” at the event.

“Bank deposits are mainly short-term. So, a severe asset-liability mismatch takes place when long-term loans are provided based on those deposits.”

He said higher NPLs have emerged as a concern for the banking sector.

Atiur Rahman, a former BB governor, moderated the session, which was chaired by Shaikh Shamsuddin Ahmed, a commissioner of the Bangladesh Securities and Exchange Commission.

খেলাপি ঋণ বাড়ার কারণ হিসেবে যা বললেন কেন্দ্রীয় ব্যাংক গভর্নর

বাংলাদেশ বিজনেস সামিটের ওই অধিবেশনে প্রধান অতিথি হিসেবে বক্তব্য দেন কেন্দ্রীয় ব্যাংক গভর্নর। ‘দীর্ঘমেয়াদি অর্থায়ন’ শীর্ষক এই অধিবেশন সঞ্চালনা করেন বাংলাদেশ ব্যাংকের সাবেক গভর্নর আতিউর রহমান।

বঙ্গবন্ধু আন্তর্জাতিক সম্মেলন কেন্দ্রে অনুষ্ঠিত এই সম্মেলনের আয়োজন করছে দেশের ব্যবসায়ীদের শীর্ষ সংগঠন ফেডারেশন অব বাংলাদেশ চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি (এফবিসিসিআই)। এ আয়োজনে সহযোগিতা করছে বাণিজ্য মন্ত্রণালয়, পররাষ্ট্র মন্ত্রণালয় ও বাংলাদেশ বিনিয়োগ উন্নয়ন কর্তৃপক্ষ (বিডা)।

বাংলাদেশ ব্যাংকের গভর্নর আর্থিক খাতে যে সংস্কারের কথা উল্লেখ করেছেন, সরকার এরই মধ্যে আন্তর্জাতিক মুদ্রা তহবিলের সঙ্গে একটি ঋণ চুক্তি স্বাক্ষর করে সেগুলো বাস্তবায়ন করতে অঙ্গীকার করেছে।

অনুষ্ঠানে আব্দুর রউফ তালুকদার আরও বলেন, মূলধন জোগান দিতে সিকিউরিটিজ এক্সচেঞ্জ কমিশনকে এগিয়ে আসতে হবে। প্রয়োজনে নিয়মকানুনগুলো আরও পর্যালোচনা করতে হবে। শেয়ারবাজার উন্নয়নে বাংলাদেশ ব্যাংক সব ধরনের নীতি সহায়তা দেবে। বাংলাদেশ ব্যাংকও দীর্ঘমেয়াদি অর্থায়নে এসএমই, কৃষি, পরিবেশবান্ধব খাতের জন্য তহবিল জোগান দিচ্ছে।

অধিবেশনে মূল প্রবন্ধে শান্তা অ্যাসেট ম্যানেজমেন্টের ভাইস চেয়ারম্যান আরিফ খান বৈশ্বিক বিভিন্ন সংস্থার পূর্বাভাস উল্লেখ করে বলেন, বাংলাদেশ ধারাবাহিকভাবে ভালো প্রবৃদ্ধি অর্জন করছে। তবে সাম্প্রতিক সময়ে বেশ কিছু চ্যালেঞ্জ এসেছে। এগুলো হলো লেনদেন ভারসাম্যে ঋণাত্মক অবস্থা, তিন মাসের আমদানি খরচের চেয়ে রিজার্ভ কমে যাওয়ার শঙ্কা, টাকার মান আরও দুর্বল হওয়া ও বাজারে পণ্যের দাম বেড়ে যাওয়া। এ জন্য সরকারের পক্ষ থেকে বেশ কিছু ব্যবস্থা নেওয়া হয়েছে।

আরিফ খান বলেন, ২০৪০ সাল পর্যন্ত আমাদের যে বিনিয়োগের প্রয়োজন হবে, তাতে ১০ বিলিয়ন ডলারের ঘাটতি থাকবে। বাংলাদেশে বিনিয়োগের ৯৯ শতাংশই ব্যাংক থেকে হয়েছে। স্বল্প মেয়াদি আমানত নিয়ে দীর্ঘমেয়াদি ঋণ দিয়েছে ব্যাংক। এতে ব্যাংকগুলোর দায় ও সম্পদের মধ্যে অসামঞ্জস্য তৈরি হয়েছে। সম্পদের মান খারাপ হয়ে পড়েছে। উচ্চ খেলাপি ঋণের কারণে বিকল্প মাধ্যম দেখতে হবে। এ ক্ষেত্রে মূলধন জোগানে বড় মাধ্যম হতে পারে শেয়ারবাজার।

চট্টগ্রাম স্টক এক্সচেঞ্জের চেয়ারম্যান আসিফ ইব্রাহীম বলেন, ইতিমধ্যে শেয়ারবাজারে বেশ কিছু সংস্কার হয়েছে, যা বাজার সম্প্রসারণ ও উন্নয়নে ভূমিকা রাখছে। সরকারি বন্ড বাজারে তালিকাভুক্ত হয়েছে। এখন প্রয়োজন শেয়ারবাজারের জন্য কর কাঠামো সংস্কার করা।

ব্রুমার অ্যান্ড পার্টনার্স বাংলাদেশের প্রতিষ্ঠাতা ব্যবস্থাপনা পরিচালক খালিদ কাদীর বলেন, বাংলাদেশে অনেক পণ্য উৎপাদন হয়, সস্তা শ্রমিকও রয়েছে। তাই বাংলাদেশ এখনো বিনিয়োগের কেন্দ্র।

এইচএসবিসি বাংলাদেশের প্রধান নির্বাহী কর্মকর্তা মো. মাহবুব উর রহমান বলেন, দেশে–বিদেশি বিনিয়োগ করলে তার ফিরে যাওয়া সহজ করতে হবে। এর সঙ্গে সুদ হার, বৈদেশিক মুদ্রার বিনিময় হারসহ নানা ঝুঁকি রয়েছে।

ইস্টার্ন ব্যাংকের ব্যবস্থাপনা পরিচালক আলী রেজা ইফতেখার বলেন, খেলাপি ঋণ হলো ক্যানসারের মতো। এটা স্বল্প সময়ে না কমলে মৃত্যু নিশ্চিত। খেলাপি ঋণের কারণে সবাই টাকা হারাচ্ছে। দেশের ব্যাংকগুলোর পরিচালনা পর্ষদ ও ব্যাংকগুলোতে সুশাসনের অভাব রয়েছে। পর্ষদ ও ব্যবস্থাপনার কার কী দায়িত্ব, তা নির্ধারিত হলেও অনেকে মানছে না। এ জন্য নির্দেশিত ঋণ হচ্ছে, যা পরবর্তী সময়ে খেলাপি হয়ে পড়ছে।

বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের কমিশনার শেখ শামসুদ্দিন আহমেদ বলেন, ‘শেয়ারবাজারকে আরও গতিশীল করতে আমরা অনলাইনের মাধ্যমে আবেদন নিয়ে তা নিষ্পত্তির চেষ্টা করছি। মূল্যস্ফীতি, বিনিময় হার ও বৈদেশিক মুদ্রার রিজার্ভ নিয়ে একটা চ্যালেঞ্জ তৈরি হয়েছে। এর অনেকগুলোর আমদানি করা সমস্যা। আমরা চেষ্টা করছি এ থেকে বের হয়ে আসার।’

ভুয়া কাগজপত্রে’ ঋণ দেয় সোনালী ব্যাংক!

নজরুল ইসলাম:ভুয়া কাগজপত্র তৈরি করে ঋণের জন্য আবেদন করে দুটি প্রতিষ্ঠান। স্বল্প সময়ে ঋণও পেয়ে যায় তারা। তবে ব্যাংকের কর্মকর্তারা দলিলপত্র যাচাই-বাছাই ও প্রস্তাব প্রক্রিয়াকরণ সঠিকভাবে সম্পাদন ও সংরক্ষণ করেননি। পাশাপাশি ঋণ দেয়ার ক্ষেত্রে যথাযথভাবে গ্রাহক নির্বাচন, মঞ্জুরি ও বিতরণ করা ঋণগুলো তদারকি এবং ব্যাংকের পাওনা আদায়ে কার্যকর পদক্ষেপ নেয়া হয়নি। এতে যথাসময়ে ঋণের টাকা আদায় না করায় খেলাপিও হয়। ঘটনাটি ঘটেছে সোনালী ব্যাংক প্রধানমন্ত্রীর কার্যালয় করপোরেট শাখায়। দুর্নীতি দমন কমিশনের (দুদক) এক অনুসন্ধানে এ তথ্য উঠে এসেছে। এ ঘটনায় দুটি মামলাও দায়ের করা হয়েছে। সহকারী পরিচালক আফনান জান্নাত কেয়া মামলা দুটি দায়ের করেছেন, যা তদন্ত করছেন উপপরিচালক রাউফুল ইসলাম।

দুটি মামলায়ই শাখাপ্রধান ড. মো. হাফিজুর রহমানকে এক নম্বর আসামি ও শাখা কর্মকর্তা শাহাদাত হোসেনকে দুই নম্বর আসামি করা হয়েছে। এছাড়া ব্যাংক কর্মকর্তা আমির উদ্দিন ও লিমা ট্রেডিংয়ের মালিক লিমা রহমান এবং ইউনিভার্সেল টেকনোলজিক্যাল সার্ভিসেস লিমিটেডের মালিক কেএম রেজাউল হোসাইনকে একটি করে মামলায় আসামি করা হয়।

দুদকের এজাহারে অভিযোগ করা হয়, প্রতারণা ও জালিয়াতির মাধ্যমে কাগুজে প্রতিষ্ঠান লিমা ট্রেডিংয়ের নামে রেকর্ডপত্র তৈরি করে ১৫ লাখ টাকা ঋণ দেয়া হয়। ঋণগ্রহীতা লিমা রহমানের নাম জাতীয় পরিচয়পত্র অনুযায়ী লিমা আক্তার। বন্ধকি সম্পত্তি শনাক্ত ও চিহ্নিত করা ছাড়াই ঋণ বিতরণ করা হয়। ২০২১ সালের ৯ নভেম্বর তারিখে সুদসহ পাওনা দাঁড়ায় ৩২ লাখ ৮৪ হাজার ৬১৩ টাকা।

২০১১ সালের ২৬ সেপ্টেম্বর সোনালী ব্যাংক প্রধানমন্ত্রীর কার্যালয় করপোরেট শাখায় চলতি হিসাব খোলেন লিমা ট্রেডিংয়ের মালিক লিমা রহমান। প্রতিষ্ঠানটি গার্মেন্ট অ্যাকসেসরিজ সরবরাহের ব্যবসার সঙ্গে জড়িত। ব্যবসা সম্প্রসারণের জন্য ২০১১ সালের ১০ নভেম্বর লিমা রহমান ১৫ লাখ টাকার ঋণের আবেদন করেন। প্রস্তাবিত জামানতি সম্পত্তির মূল্যায়ন করে ১৬ নভেম্বর ১৫ লাখ টাকার ঋণ অনুমোদন দেয়া হয়, যার মেয়াদ ধরা হয় ২০১২ সালের ১৫ নভেম্বর। লিমা রহমানের স্বামীর নামে থাকা জামানতি সম্পত্তির মূল্যায়ন ও মর্টগেজ দলিল সম্পাদন করেন সোনালী ব্যাংক শাখা কর্মকর্তা শাহাদাত হোসেন ও শাখা প্রধান ড. মো. হাফিজুর রহমান। ঋণ মঞ্জুরি ক্ষমতা শাখার ডেপুটি জেনারেল ম্যানেজারের আর্থিক ক্ষমতার আওতাভুক্ত হওয়ায় প্রধান কার্যালয়ের অনুমোদন নেয়া হয়নি।

অনুসন্ধানে দুদক মেসার্স লিমা ট্রেডিং নামের ব্যবসা প্রতিষ্ঠানের কোনো অস্তিত্ব খুঁজে পায়নি। মিরপুর মডেল থানাও জানিয়েছে, ওই ঠিকানায় কখনোই ওই প্রতিষ্ঠান ছিল না। বাড়িমালিক নুরুজ্জামানও একই কথা জানান। তফসিলের সম্পত্তির ক্রয় দলিল পর্যালোচনায় দেখা যায়, ঋণগ্রহীতা লিমা রহমানের স্বামী মুজিবুর রহমান ও তার ভাই হাবিবুর রহমান মোট ২০ শতাংশ জমির মালিক। তার মধ্যে মুজিবুর রহমান ১৩ শতাংশের মালিক। জমাভাগ নথি অনুযায়ী ২০.১ শতাংশ জমি দুই ভাইয়ের নামে রেকর্ড হয়। ঋণ গ্রহণকালে মুজিবুর রহমানের ১৩ শতাংশ জমি ব্যাংকের কাছে বন্ধক দেয়া হয়। বন্ধকি দলিলে জমির চৌহদ্দি যথাযথভাবে উল্লেখ না থাকায় জমিটি নিলামে বিক্রি করে ঋণের অর্থ সমন্বয় করা যায়নি। লিমা রহমান ভুয়া ঠিকানা দেখিয়ে ঋণের জন্য আবেদন করে অন্যের মালিকানাধীন জমি মর্টগেজ দেখিয়ে ১৫ লাখ টাকা উত্তোলন করে আত্মসাৎ করেছেন।

শাখার ঋণ ও অগ্রিমের দায়িত্বে নিয়োজিত শাখা অফিসার শাহাদাত হোসেন দলিলপত্র যাচাই-বাছাই ও প্রস্তাব প্রক্রিয়াকরণ সঠিকভাবে সম্পাদন এবং সংরক্ষণ করেননি। পাশাপাশি ড. মো. হাফিজুর রহমান শাখা ব্যবস্থাপক হিসেবে ঋণ দেয়ার ক্ষেত্রে সঠিকভাবে গ্রাহক নির্বাচন, মঞ্জুরি ও বিতরণ, দলিলাদি সম্পাদন, ঋণগুলো তদারকি বা নজরদারি এবং পরে ব্যাংকের পাওনা আদায়ে কার্যকর পদক্ষেপ না নেয়ায় ঋণ ঝুঁকিপূর্ণ ও শ্রেণিকৃত হয়ে আদায় অনিশ্চিত হয়ে পড়ে। এতে ব্যাংকের আর্থিক ক্ষতি হয়েছে। ব্যাংক গঠিত পরিদর্শন ও নিরীক্ষা দলও সরেজমিনে

পরিদর্শনকালে ঋণের বিপরীতে ব্যাংকের অনুকূলে দায়বদ্ধ বন্ধকি সম্পত্তি খুঁজে পায়নি। প্রক্রিয়াটির সঙ্গে জড়িত ড. মো. হাফিজুর রহমান, শাহাদাত হোসেন ও ঋণগ্রহীতা লিমা রহমানকে আসামি করা হয়, যার মামলা নম্বর ১৫। তারা দণ্ডবিধির ৪০৯/ ৪২০/ ৪৬৭/ ৪৬৮/ ৪৭১/ ১০৯ এবং ১৯৪৭ সালের দুর্নীতি প্রতিরোধ আইনের ৫(২) ধারায় শাস্তিযোগ্য অপরাধ করেছন।

দুদকের এজাহারে অভিযোগ করা হয়, প্রতারণা ও জালিয়াতির মাধ্যমে কাগুজে প্রতিষ্ঠান ইউনিভার্সেল টেকনোলজিক্যাল সার্ভিসেস লিমিটেডের নামে রেকর্ডপত্র তৈরি করে সিসি খাতে ১০ লাখ ও এসএমই খাতে পাঁচ লাখসহ মোট ১৫ টাকা ঋণ দেয়া হয়েছে। ঋণগ্রহীতার নাম কেএম রেজাউল হোসাইন। বন্ধকি সম্পত্তি শনাক্ত ও চিহ্নিত করা ছাড়াই ঋণ বিতরণ করা হয়েছে। ২০২১ সালের ৯ নভেম্বর তারিখে সুদসহ পাওনা দাঁড়ায় ৪৪ লাখ ৮৬ হাজার ৫০৯ টাকা। ২০১১ সালের ২৫ সেপ্টেম্বর সোনালী ব্যাংক প্রধানমন্ত্রীর কার্যালয় করপোরেট শাখায় চলতি হিসাব খোলেন ইউনিভার্সেল টেকনোলজিক্যাল সার্ভিসেস লিমিটেডের মালিক কেএম রেজাউল হোসাইন। তার হিসাবটিতে শনাক্তকারী হিসেবে স্বাক্ষর করেন সহকারী ব্যবস্থাপক আমীর উদ্দিন। ২০১১ সালের ৯ অক্টোবর রেজাউল ২০ লাখ টাকার সিসি (হাইপো) ঋণের জন্য আবেদন করেন। ৩১ অক্টোবর ১০ লাখ টাকার সিসি ঋণ মঞ্জুর করা হয়, যার মেয়াদ ছিল ২০১২ সালের ৩১ অক্টোবর। বাংলাদেশ ব্যাংকের ২০২১ সালের ১২ জানুয়ারির এক তদন্ত প্রতিবেদন অনুসারে, কেএম রেজাউল হোসাইন অন্যের মালিকানাধীন জমি মর্টগেজ দেখিয়ে শাখা কর্মকর্তাদের সহায়তায় ১০ লাখ টাকা উত্তোলন করে আত্মসাৎ করেন। শাখা ব্যবস্থাপক ড. মো. হাফিজুর রহমান ও  শাখা কর্মকর্তা শাহাদাত হোসেন বন্ধকি সম্পত্তির অস্তিত্ব যাচাই না করে নিজ ক্ষমতার মধ্যে ১০ লাখ টাকার সিসি ও পাঁচ লাখ টাকার এসএমই লোন দিয়ে একে অন্যের সহায়তায় ১৫ লাখ টাকা আত্মসাৎ করেছেন, যা দণ্ডবিধির ৪০৯/ ৪২০/ ৪৬৭/ ৪৬৮/ ৪৭১/ ১০৯ এবং ১৯৪৭ সালের দুর্নীতি প্রতিরোধ আইনের ৫(২) ধারায় শাস্তিযোগ্য অপরাধ। এ ঘটনায় জড়িত ড. মো. হাফিজুর রহমান, শাহাদাত হোসেন, ঋণগ্রহীতা কেএম রেজাউল হোসাইন ও আমির উদ্দিনকে আসামি করা হয় (মামলা নম্বর ১৪)।

অভিযোগ প্রসঙ্গে হাফিজুর রহমান শেয়ার বিজকে বলেন, ‘আমি আদালত থেকে জামিন নিয়েছি। তদন্ত কর্মকর্তা বন্ধকি সম্পত্তি শনাক্ত করতে পারেননি। বাংলাদেশ ব্যাংক অভিযোগ থেকে আমাকে অব্যাহতি দিয়েছে। ভুয়া অভিযোগের ভিত্তিতে দুদক মামলা করেছে। দুদক সেকেন্ডম্যান, থার্ডম্যান ও ফোর্থম্যানকে ধরেইনি। মামলায় এজিএম হেলাল উদ্দিন, অ্যাডভোকেট শাহরিন সুলতানা মালা ও আমিনুল ইসলামের নামই নেই। ক্রেডিট কমিটি ঋণ অনুমোদন দিয়েছে, তাদের নামও এলো না। শাহাদাত হোসেন এক নম্বর আসামি হওয়ার কথা। তাকে করা হয়েছে দুই নম্বর আসামি। আমির উদ্দিন অ্যাকাউন্ট না খুললে তো আমরা লেনদেনও করতে পারতাম না। লিমা ট্রেডিং দুদকের ভয়ে সব টাকা পরিশোধ করে দিয়েছে। সোনালী ব্যাংক লোকাল অফিস শাখা থেকে নেয়া ঋণ ১০০ বছরেও তারা আদায় করতে পারেনি। সেটা কেউ লেখে না। সোনালী ব্যাংক কিছুই করতে পারেনি। ১৮ হাজার কোটি টাকা মাফ করে দিয়েছে।’

সোনালী ব্যাংকের ব্যবস্থাপনা পরিচালক (এমডি) আফজাল করিম শেয়ার বিজকে বলেন, ‘বিষয়টি আমি জানি না। আর্থিক জালিয়াতি হলে তো দুদকে মামলা হয়ই। আমাদের কর্মকর্তাদের বিরুদ্ধে প্রমাণ পেলে ব্যবস্থা নেয়া হবে।’

আসামিদের কেউ তো অবসরে চলে গেছেনÑতখন তিনি বলেন, ‘তাহলে অবসরোত্তর সুবিধা পাবে না। দেশের প্রচলিত আইন অনুযায়ী মানিসোর্সসহ অন্যান্য মামলা করার সুযোগ আছে। ব্যাংক সেটি করবেও। আমি খোঁজ নিচ্ছি।’
